As I’ve been sharing this week, this index is much more than just a list of destinations. It’s a comprehensive, 20,000-word report featuring maps, videos, and detailed introductions and analysis on all 25 destinations.
To create the index, destinations were ranked across 10 categories, ranging from Relative Value and Climate to Quality of Life and Income Potential.

Here’s a brief rundown of the top three…
Topping the 2025 index is the small Portuguese town of Caminha…
Located at the mouth of the Minho River that separates Portugal from Spain, this picturesque town has a long and rich history dating back to Roman times. Yet, despite this abundant history, Caminha today feels modern and upmarket. There are art galleries and boutique hotels, fine-dining restaurants and wine bars. Then just outside town you have lagoon and Atlantic beaches, bucolic countryside, and excellent hiking.
It’s an idyllic setting, which is why Caminha scores a 9 for Quality of Life. And yet this community is virtually unknown to the tens of millions of tourists who flock to Portugal each year, and as such offers some of the best value real estate in Portugal.
In fact, Caminha scores a perfect 10 for Relative Value. And so confident am I in the future of this town and this region that I’ve just purchased a 5,000-square-foot historic mansion here.

Topping our 2025 index is the stunning town of Caminha in the far north of Portugal, a destination with incredible history, stunning Atlantic and lagoon beaches, and some of the best-value real estate anywhere on our beat. Read about it in your full index report here.
In second position on the 2025 index is the vast master-planned community of Cap Cana on the Caribbean Sea. Billions have already been spent building this ultra-luxurious community in the Dominican Republic…and billions more are set to be invested.
This is a veritable city-state for the wealthy rising on the shores of the Caribbean, and yet for a limited time we still have an opportunity to get in on the ground floor here…

Third on our index is world-renowned Los Cabos. Set at the base of the Baja California peninsula, this is one of the world’s most desirable destinations.
You have the natural beauty of the desert and mountains meeting the sea in dramatic fashion, the perpetually sunny weather, the stunning beaches. And lining its shores are luxury resorts and residential communities, world-class golf courses, glistening marinas, high-end malls and fine-dining restaurants.
Demand for best-in-class real estate in Los Cabos is insatiable. Every year more people come to vacation and to live full and part time, which is why Cabo scores a perfect 10 in Income Potential and a massive 9.5 in International Appeal.
